Creates a refund for a transfer. Use transfer_id and amount to identify the transfer and refund value, and provide a unique idempotency_key for safe retries. The transfer must have been initiated within the past 180 days and the original debit ledger must have sufficient available balance.

The API supports idempotency for safely retrying requests without accidentally performing the same operation twice. For example, if a request to create a refund fails due to a network connection error, you can retry the request with the same idempotency key to guarantee that only a single refund is created.
200Returns the created refund object with its identifier, transfer, amount, status, creation time, failure reason, and request identifier.

`causes` will be provided for the `error_type` `ASSET_REPORT_ERROR` or `CHECK_REPORT_ERROR`. `causes` will also not be populated inside an error nested within a `warning` object.

Error handling
transfer_id, amount, and idempotency_key are required. amount must be a decimal string with two digits of precision, and idempotency_key must contain no more than 50 characters. transfer_id must identify a transfer eligible for refund.
