Checks whether a user is eligible for digital payroll income verification before you initialize a Link session. Supply optional employer, payroll institution, military, or Item access data to improve the eligibility result, and use the returned confidence to select the appropriate verification flow. This operation is closing down and will be removed on a date not specified in the schema.

`"UNKNOWN"`: It was not possible to determine if the user is supportable with the information passed.

Error handling
All request fields are optional, but employer data can improve the result. If supplied, employer.url must use URL format and us_military_info.branch must be AIR FORCE, ARMY, COAST GUARD, MARINES, NAVY, or UNKNOWN.
