Evaluates whether a user is likely to be supported by digital income verification and creates a precheck identifier. Supply available employer or transactions_access_tokens data to improve the result, then pass the returned precheck_id to /link/token/create when initializing Link.

Error handling
All request fields are optional, but employer or transactions_access_tokens can improve the result. employer.url must use URL format, and us_military_info.branch must be one of AIR FORCE, ARMY, COAST GUARD, MARINES, NAVY, or UNKNOWN.
